Beginning with the 2001 reauthorization of the Elementary and Secondary Education Act, No Child Left Behind (NCLB), followed by the competitive Race to The Top Grants (RT3), and the 2015 reauthorization of the Elementary Secondary Education Act, Every Student Succeeds Act (ESSA) (Klein, 2015), education reforms have focused on accountability through high-stakes testing and have become so institutionalized that past strategies for successful leadership have been replaced by more test-focused strategies. This review of Pre-Brown principals’ child-centered leadership reconstructs a paradigm based on beliefs, goals, roles, and practices. Further, this paradigm mitigated societal exigencies by providing equal educational opportunities for students of color. Its reconstruction has the potential to augment leadership practices and to equalize educational opportunities for all students.
