The Importance of Investing in High-Quality Early Education: A Policy Analysis of Colorado Shines Quality Rating and Improvement System

Abstract

This mixed-methodology study examined the Colorado Shines Quality and Improvement Rating System (QRIS), and the policy change to align Colorado Child Care Assistance Program (CCCAP) reimbursement rates to the quality rating scores of early childhood education programs. The Program Evaluation Standards, developed by the Joint Committee on Standards for Educational Evaluation, were used as the model to ground the work. Quantitative findings of the study indicated that programs (N=240) that accept CCCAP students scored significantly lower than programs not accepting CCCAP students. Qualitative findings of the study indicated that participants believed measures to improve early childhood education were necessary; however, full analysis of Colorado Shines QRIS is vital before lawmakers develop any financial mandates based on the quality rating scores.
