In recent years, a growing number of “intentionally diverse” charter schools have been founded across the country. Intentionally diverse charter schools aim to work against patterns of segregation in the charter school sector. In this study, we situate diverse charters in the broader charter-school movement, mapping key organizations, advocacy groups, and schools, and unpacking what different stakeholders mean by “diversity” using critical policy and discourse analysis. We also explore the political aims of various actors in the diverse charter school movement both nationally and locally. Our study describes key differences in how these actors conceptualized the meaning and value of diversity, emerging tensions between local and national groups, and the possible political advantages of highlighting diversity in the charter sector.
