Abstract

A difference-in-differences approach assesses the impact of state policies regulating
undocumented students’ access to higher education on enrollment in state post-secondary
institutions. Placebo tests and synthetic controls confirm that policies enabling or restricting
access and affordability have significant consequences for the postsecondary attainment of
undocumented students in U.S. higher education.
