Educational policies have attempted to reform and regulate teacher education. This critical policy analysis examines how two teacher preparation programs in Chile frame teaching, teacher education, and justice, as well as the relationship of these local frames with dominant national frames promoted by the Ministry of Education. Using frame analysis, I analyzed data from 17 interviews with university faculty, 37 institutional documents, and 20 course documents. The findings show that national frames did not determine local teacher preparation frames. Instead, university faculty’s local frames were associated with their narrative stories of “control” or “helplessness” (Stone, 2012). The study additionally reveals the influence of international scholars and models of teacher education on local teacher preparation frames in developing countries like Chile.
