The Pursuit of Equal Educational Opportunity: A Historical Analysis of the South Texas Border Initiative

Abstract

The purpose of this archival study is to investigate how individuals articulated the rationale and justification for the South Texas Border Initiative, which occurred through a series of events between 1987 and 2003. Utilizing historical and archival research, we conducted an analysis of the influence and legacy that this legislative mandate has had on the institutions that benefitted from this higher education funding initiative. Intentional shifts in state funding to these higher education institutions during a time when funding was disproportionally distributed was critical to addressing issues of equity, access, and educational opportunities in the southern border regions of Texas.
