In FY 2016, the primary area of emphasis for federal spending in education was listed as increasing equity. This emphasis resulted in the investment of $773 million for English Language Acquisition grants (USDE, 2016). With state budget cuts, it is becoming increasingly important for institutions of higher education to secure federal grants. In this qualitative study, we address the question, when grants are funded on the basis of an interest convergence, what is the resulting opportunity for success of the program? We examine the challenges in implementing federal grants totaling $17 million aimed at preparing teachers to work with English language learners. By taking up critical perspectives, we identify the myriad variables that make achieving our grant goals politically complicated.
