Exploring Campus Implementation of Legislation Allowing Guns on Campus

Abstract

This case study examines the implementation of state legislation allowing concealed carry permit holders to bring guns to campus at a public higher education institution in the southeastern United States.
Study findings show that implementation of the legislation included the following steps: Learning about the proposed legislation, speaking out against the legislation, communicating the new legislation to campus, interpreting the legislation, training, and education and outreach. Other themes emerged involving factors that had the potential to affect implementation, including impact of legislation of daily operations, perceived impetus for legislation, personal values and experiences with guns, concerns for safety, spurring advocacy and action, and beliefs that college is a special time and space.
