Narrowing the gap between research and policy is especially important in education due to the high stakes for individuals, families, communities and the nation involved in the outcome of our public education system. One ongoing education policy debate surrounds the issue of how research may inform policy creation. This study examined the role of research along with the policy beliefs of political actors in the development of the landmark legislation in California known as the Local Control Funding Formula (LCFF). By drawing on interview, document, and observation data this study finds that research served as a foundational policy goal throughout the proposal, debate, and passage stages of the LCFF.
