"We're Caught In Between Two Systems": Exploring Policy Contradictions in Early College High School Implementation

Initiated in 2002, the Early College High School (ECHS) Initiative aims to increase college opportunity for underrepresented populations through secondary-postsecondary partnerships that enable high school students to earn college credits. While much has been written about the potential benefits of this innovative school model, little to no research has qualitatively investigated how this reform has translated to practice. This case study explores the implementation of the early college model across six schools in a U.S.-Mexico border region of Texas. Findings reveal what I call “policy contradictions”-- tensions that arose as stakeholders tried to fulfill the dual role of high school and college simultaneously.
