Child Poverty, Research, and the Role of the State on Aotearoa New Zealand

Abstract

In 2014, 305,000 (29%) of New Zealand dependent 0–17 year olds were living in income poverty. This compared with 24% in 2013. Of these, three out of five children live in persistent poverty. This paper suggests that, in order to achieve equality of outcomes for all New Zealand children, closer scrutiny of the Government and its machinery of state – the State Sector – is urgently needed. Māori are disproportionately represented in the poverty statistics, and the particular mention is made of the rights of Māori to achieve high educational outcomes.
