Dual-Language Bilingual Education for All? Access and Equity in Suburban Communities

Abstract

Increasing demographic diversity is redefining the once homogenous, affluent American suburbs. Westchester County, is comprised of suburban communities experiencing population changes. An increase in linguistic diversity is prompting the creation of Dual Language Bilingual Education (DLBE) in certain school districts. While there is growing interest among language groups, the governance structure of suburban schools creates conditions that impact access to these programs.
This paper presents summarized findings from the Envisioning Westchester – Language & Education Study that explored the perceptions of parents and administrators participating in DLBE programs with regards to access and equity. Findings suggest that communities can strategize to ameliorate inequitable conditions and move towards a model where DLBE is accessible to all students.
