Year-to-Year Stability of Teacher Ratings Using the Tripod 7Cs Framework

Abstract

This study examines the year-to-year stability of the Tripod 7Cs Framework of Effective Teaching. The sample includes data from 274,550 K-12 students and 6,767 teachers, across 542 schools and five districts. Results demonstrate that the 7Cs components and composite measures are test-retest reliable across all levels of analysis (i.e., K-2nd, 3rd-5th, and 6th-12th grade) with subcomponent and composite stability coefficients ranging from .31 to .55, and .52 to .59, respectively. For comparison, stability coefficients of value-added measures and global classroom observation scores have been found to range from .2 to .7 and .12 to .55, respectively. Sensitivity analyses excluding teachers whose classroom composition substantively changed from year-to-year found no meaningful differences in stability coefficients at any level of analysis.
