The College Access Challenge Grant Program: A Multicase Study of State Implementation

Abstract

College access among underrepresented student populations, including low-income, minority, and first generation college students is a critical issue in education. Increased government attention by the current federal administration has resulted in expanded programming. Similar to other public policy efforts, implementation of college access initiatives varies between states. The purpose of this study is to investigate state response to federal college access policy. This study utilizes case study methodology, through qualitative interviews and document review, to provide a comparative analysis of the current college access initiatives led by three state grantees of the CACGP. Practical implications for this study include deepening the body of knowledge on college access, advising college access initiatives, and providing insight on program implementation.
