Abstract

This paper seeks to examine in greater detail if the push for the use of Web 2.0 tools in flipped classrooms and in online classes that are being required in a growing number of states and individual school districts can be supported by the current high speed internet infrastructure at the local level in the Commonwealth of Pennsylvania. Phase I of the study uncovered five rural counties in Pennsylvania where access to high speed internet access is not available in large portions of each county and five urban districts where access to high speed internet access is readily available but may not be accessible as a home utility for families falling on the lower end of the socioeconomic curve.
