Improving Validity Evaluation for Test Accommodations Using Concepts of Congruence and Construct Definition

Abstract

The purpose of the study is to evaluate accommodation congruence in terms of (a) assignment, (b) use, and (c) construct definition as an approach for evaluating whether a test accommodation provides fair and appropriate support to a student during the testing process and contributes to valid score interpretations. Using a case study approach (Patton, 2002), this exploratory study applies an alternate approach to validity evaluation for test accommodations which focuses on the development of a practical process for the validation of test scores under accommodated circumstances. Results of this study will be presented using congruence metrics and qualitative themes, and have implications for more practical approaches to validity analysis for accommodation use.
