New England Regional Tuition Reciprocity Policy: Cost-Benefit Analysis Perspective

Sat, April 29, 2:45 to 4:15pm, Henry B. Gonzalez Convention Center, Floor: Ballroom Level, Hemisfair Ballroom 1

Abstract

There are four regional interstate compacts in the United States. For this cost-benefit analysis, I chose Tuition Reciprocity Policy in New England—focusing on NEBHE’s policy and impact. This study attempted to investigate; (1) How does the regional tuition break policy, or regional compact agreement, influence colleges and universities, and how does it influence college students and families in New England?; and (2) What cost or savings does each state realize by the exchange of college students at the discounted rate? This study uses the cost-benefit analysis perspective to address these questions. Out-of-state tuition price and out-of-state tuition policy are inevitably related to other important policy issues such as college opportunity, affordability, and equity.
