The goals of cognitive process modeling and instructional practices are the demonstration and delivery of alternative competency-based learning system that proficiency-based traditional teaching is incapable of. This paper examines the relations between technology, instruction, cognition, and learning in a computer science experiement in the Pacific islands. The results of the analysis of the productivity web portfolio project suggest emerging research on cognitive process modeling and its protocol that more reliably detects, tracks, and measures meta-cognitive instructional practices with scaffolds, teaching, and training. In the design and implementation of instructional materials and methods for abstract (non)STEM courses and projects, the accurate and concrete representation and the structured and organized presentation of information using cognitive principles are of paramount importance.
