The Future of Urban Education in America: Can the Lesson From New Orleans Predict the Future of Detroit Public Schools?

Abstract

In 2005, Hurricane Katrina devastated the city of New Orleans. In the aftermath of this disaster, the Recovery School District (RSD) was formed to take over failing schools. This new district was predicated on offering school choice and a better education to the majority minority population of New Orleans. What has perspired over the past decade has been the creation of a highly privatized school district which disproportionally negatively impacts disadvantaged populations. Recently, Michigan, in the wake of an economic disaster, has created a similar law for Detroit Public Schools(DPS). What will be the effects of this parallel law on disadvantaged populations? This study examines the impact of the RSD and what might be expected from the new DPS law.
