Regarding the conference theme, “achieving equal educational opportunity,” this panel examines challenges, options, and potential policies in postsecondary education and city/government organizations involving Brazil, England, and the United States. Of particular significance are: 1) underrepresented groups encompassing African American administrators and students in an Historically Black College and University and Brazilian students; 2) comparative field research of doctoral underrepresented STEM students (African and Latino/a Americans and African/Caribbean/Pakistani/Bangladeshi English) in the United States and England at urban research universities; and 3) Black girls in English secondary schools and their well-being. The panel explicates the importance of innovative public and educational models, recognition of formal and informal cultural diversity indicators; and strategic plans with awards for equity and sanctions for non-compliance.
