Abstract

Educational policy studies increasingly grapple with the complex governing structures that characterize decision-making within districts and across levels of governance. The adoption and implementation of new policies often depends on networked governance and diffuse power structures that can be shaped by norms, research, and dynamic institutional arrangements. However, among researchers investigating relational explanations for policy change, there is some separation between those underscoring how research and evidence guide decision-making and those interested in the growing influence of advocacy networks in shaping educational policy agendas. This panel addresses this tension with a cohesive presentation of empirical studies that examine uptake of ideas and research by policy actors, followed by a discussion around synthesizing approaches for policy network analysis in educational research.
