An Analysis of One State's Flexible Teacher Evaluation System

Abstract

The Every Student Succeeds Act of 2015 relaxed requirements on teacher evaluation plans. As a result, state education agencies and school districts are increasingly free to consider different teacher evaluation options. Under the Race to the Top regime in Indiana, school corporations (districts) had some flexibility in weighting different features of teacher evaluation plans, including rubric-based and student growth measures (SGM). This study analyzes how different levels of student growth measure weighting affected teacher ratings. Higher SGM associated with a significant but small increase in teachers in the lowest rating. It also was associated with increases in teachers in the highest ratings 2 years after being instituted.
