A Theoretical Contribution to Research on "Teacher Induction Policies" and "Mentoring Policy"

Abstract

This conceptual paper makes a theoretical contribution to the field of teacher induction and mentoring by emphasizing theoretical perspectives of policy. Research on induction policies and mentoring policies is scant, and research applying any substantial theoretical perspective on policy appears to be lacking. Policy is discussed in terms of enactment rather than implementation and as being possible to acknowledge as text, discourse and process. Teacher induction policies are discussed in terms of transnational policy lending and policy learning. How evaluations of induction systems or mentoring programs operate as powerful policy instruments is problematized. The theoretical overview shows that policy is multi-layered and complex, goes beyond texts and top-down initiatives and can deepen our understanding of induction and mentoring policies.
