Urban California Districts' Distributed Leadership in Local Control and Accountability Plan and Local Control Funding Formula

Fri, April 13, 4:05 to 6:05pm, Westin New York at Times Square, Floor: Fourth Floor, Imperial Room

Abstract

This qualitative study reports comparative findings of distributed leadership strategies engaged by five California urban school districts as they comply with the State’s legislated Local Control Funding Formula (LCFF) and Local Control Accountability Plan (LCAP). It reports those themes forty-two superintendents, cabinet members, and site administrators reported they internally exercised within their organizations as well as those with which they engaged external stakeholders in fiduciary decisions. As base, supplemental, and concentration grants replaced previous K-12 funding streams, including revenue limits and categorical programs, local accountability moved to the people with particular emphasis and supplemental monies for targeted disadvantaged students.
