Federal and State Policies of Teacher Preparation in the Every Student Succeeds Act Era: A Comparative Perspective

Abstract

Implementation of the federal Every Student Succeeds Act (ESSA) shifts much policy-making power from the U.S. Department of Education back to the states. Therefore, it is of significance to trace the states’ interpretations of ESSA to provide further insights into likely implementation variations. I have sought in this qualitative content analysis of state consolidated plans of ESSA with respect to teacher certification and preparation to make sense of some of the teacher certification and preparation policies that varied across states given the currently limited number of plans available. I have shown that there are patterns and linkages in the kinds of policies that states adopt.
