The Effects of an Innovative Assessment and Accountability System on Grade 8 Student Achievement Outcomes

Abstract

The Every Student Succeeds Act allows seven states to develop innovative assessment and accountability systems. Prior to the official launch, one pilot program has been approved—New Hampshire’s Performance Assessment of Competency Education (PACE). This study investigates the average effect of NH’s PACE pilot on 8th grade student achievement outcomes from 2014-2016 and the extent to which those effects vary according to student characteristics. Findings suggest that the PACE pilot is having a positive effect in mathematics starting in the second year of implementation and no effect in English language arts. Findings also suggest that students with disabilities positively benefit. Findings could be used to provide assurance to key stakeholders that PACE students are provided an equitable opportunity to learn.
