Through the lens of social network theory and drawing on the methodological approach of social network analysis, this qualitative case study explored the expressive relationships, interpersonal relationships resulting in well-being and satisfaction, among district central office staff and elementary principals in an urban school district attempting to implement school reforms to meet accountability targets. Findings revealed sparse expressive ties at all levels of the district, a perceived negative social climate that contributed to feelings of isolation and tension, and constraints to implementation of reform efforts across the network.
