This paper presents a case study of an educational leadership preparation program at a public university in the central NY region of the United States. The authors begin by identifying an essential theme from research pointing to the critical need for democratic leadership, particularly in order to serve the needs of rural communities. University-district partnerships are well noted as a key in preparation program improvement, yet less is known about transformative collaborations that focus on advancing social justice and equity in the development and mentorship of educational leaders. The authors present a case study of a regional partnership with 34 school districts contiguous to the university and lessons learned to support a new vision of a democratic leadership development.
