Latin American Student Social Movements and Globalized Neoliberal Educational Reform: A Critical Policy Analysis

Abstract

This conceptual paper employs Critical Policy Analysis (CPA) to map a relationship between globalization of a neoliberal educational reform model and its adoption in Chilean educational policies. It then analyzes the impact of large-scale and long-term Chilean student social movements for educational equity on the generation of new educational policies at the national level. These newer educational policies are oriented toward reversing neoliberal investments in favor of an expanding notion of K-12 and higher education as common goods. This Critical Policy Analysis provides timely insight into the contested and complex processes through which one nation deeply immersed in practices of educational privatization and competition has begun implementation of a challenging new policy trajectory designed to reverse this course.
