When Schools Have "Two Bosses": A Case of Charter School Accountability of Special Education

Abstract

Charter schools must abide by the same federal special education laws that govern traditional public schools. While research has been conducted that examines charter school accountability, very little has been concerned with charter school accountability of special education. Specifically, how charter school authorizers hold charter schools accountable for implementing and complying with federal special education laws. A single-case study was conducted that explored the accountability of special education in charter schools approved by Charters United, an independent charter authorizer. From the study, three themes emerged regarding the accountability of special education in charter schools: (1) shared accountability, (2) the charter as an accountability mechanism, and (3) the success of students with disabilities is vital to the success of charter schools.
