Charter School Authorizers: Responsibility in Governance

Abstract

The purpose of this paper is to examine the often overlooked role of authorizers (entities that oversee charter school operators) in securing high-quality school choices, and the subsequent responsibilities in governing them. Good charter school policy begins with good authorizer policy. While accountability and autonomy are essential to maintaining the original objectives of charter schools, states and others must work to ensure that authorizers are provided the resources necessary to promote a successful charter school sector.
