The decision in the third Plenary Session of the 18th CPC Central Committee is a flag of reform, which points"promote the separation of management and evaluation management system further, improve the internal governance structure of school..." As an effective policy instrument, performance evaluation became popular at schools all over the world. Evaluation could influence teachers' behavior, especially in the background of using the evaluation result to accountability and permit pay (Rose,2013;Duke, 1990). High stakes assessment may influence teachers' teaching enthusiasm(Winefield,2001;Guskey,2000). Education reforms in Chinese local level attracted attentions recently, but did these policies work in China?
