Because the school-level environment is an important predictor of student and teacher outcomes, we developed a distinctive new instrument that drew on two theories (goal setting and social-cognitive) and validated it with 237 teachers in 4 schools. We explored the usefulness of the new instrument for monitoring school improvement efforts by administering it twice (2014 & 2016) in the same school and conducting qualitative interviews with the principal to augment the quantitative questionnaire data.
