Nonstructural intradistrict mobility across traditional public schools harms both mobile students and students in the schools they enter. We posit that the effect of mobility from schools of choice might yield positive effects if they are the result of strategic parental decisions. We find that students who exit charter schools in Denver, Colorado experienced test score increases the following year in math but not reading and have either a small positive or no significant impact on the performance of their new classmates. These results have implications for both policy and for interpretation of the average treatment effect of charter schools.
