Abstract

Developing district capacity to enact large-scale instructional change is often dependent on partnerships with outside actors, such as educational non-profits, professional development organizations, and institutions of higher education. However, many questions remain about the structuring and enactment of these partnerships, particularly those between institutions of higher education and districts. The purpose of this paper is to expand our knowledge of how districts and professional development partners engage together in district improvement work.
