Current law indicates that English Language Learners (ELLs) must be offered access to education programs designed to assist them in reaching English proficiency. Washington state has created the Transitional Bilingual Instructional Program (TBIP) to assist in the development of English proficiency “enables meaningful access to grade level curricula and instruction.” ELL students take an English proficiency test annually to determine whether they are ready to transition out these specialized services. This study explores the effects of these transitions on students in the year following program exit. Using a regression discontinuity, I assess whether Washington state’s current criteria are set in such a way to assure a smooth transition of all ELL students into English-taught classrooms.
