This paper examines how organizational actors employ global norms and documents in their work supporting educational services for refugees. To what extent do organizations reference global legal, policy, development, and professional documents in their work? How do linkages with UN organizations influence organizational usage of global policy and legal documents? We draw on a unique dataset constructed from a global survey with 190 respondents working for organizations across 16 countries in the Global South. We find that different organizations vary in the extent to which they say they reference documents and differential influence of financial, technical and networking mechanisms.
