The Interscalar Mobilities of Education Policy: A Comparative Case Study of Sustainability in Education

Abstract

Through a comparative case study of sustainability engagement in K-12 education in Canada, this paper points to the value of interscaler policy analyses. While there has been an increased research focus on the global circulations of policy actors and networks, this study also suggests the value of greater analysis of the interscaler relationships of policy for the policy mobilities and critical education policy literatures. Findings included instances of lower level policy refracting, recoding, or mutating higher level policy; sub-state policy amplifying the perceptions and effects of state policy; local framings and practices moving up into policy at sub-state and state levels; scale ‘jumping;’ and ‘scalecraft’ on the part of policy actors.
