What Happens to "Equality" When State-Philanthropy Partnerships Govern Public Education? An Israeli Case Study

Abstract

The paper examines a tacit reform that State-Philanthropy-Partnerships lead in the social policy of public education in Israel. It explores how the concept of "equality", that is traditionally conceived in public education policy as "equal opportunity", is rearticulated by these partnerships as the equal allocation of burdens and resources or as the equal opportunity to compete in the educational market. The paper draws from scholarly writing about educational partnerships and the concept of "new governance" and Uses a mixed method of directed content analysis and critical legal reading of three case studies. The paper tries to illuminate some administrative causalities that are habituated in the Philanthropy-State relations, and contribute to the policy change beyond the obvious explanation of neoliberal ideology.
