Using PIAAC, and OECD data, this study examines the relation between the social investment and the NEET (Not in Education nor in Employment or Training) youth from international comparative perspective. This study also reveals whether the social expenditure moderates the influence of family and individual educational factors. The results indicate that the social expenditure is negatively associated with the NEET risk in 23 OECD countries. We also found that the social expenditure and mother’s education level interacted positively to reduce the risk of belonging in a NEET group. It highlights the importance of a social safety net to reduce a NEET problem, as well as the predisposition to belong in a NEET group based on the lack of parental education.
