This study examines the impact of partnerships between a national nonprofit (the National Institute for Excellence in Teaching (NIET)), two university teacher preparation programs (Arizona State University and Texas Tech University), and 26 high-needs school districts across Texas and Arizona. These partnerships connect the pipeline of teacher preparation to NIET’s educator effectiveness model TAP™: The System for Teacher and Student Advancement, while enhancing in-service teachers’ effectiveness through curriculum embedded professional development. Findings demonstrate successful recruitment of high-performing teacher candidates who graduate with strong instructional skills and are placed in high-needs schools. Results also indicate improved in-service teachers’ instructional practice and student performance, providing a model for other preparation programs interested in strengthening their pipeline to practice with demonstrated achievement results.
