Under a cross-national perspective, this study aims to examine the differences between disadvantaged and non-disadvantaged students in their access to low-quality teachers across countries, across schools within country, and across classrooms within school by using the dataset TALIS 2013. The preliminary results have showed that disadvantaged students did not have equal access to high-quality teachers in 32 countries at school level. Disadvantaged students were more likely to be exposed to low-quality teachers than more advantaged students. The current study extends the U.S. teaching force study beyond within-country level and provides the first comprehensive analysis of the inequitable distribution of teacher quality across indicators of student disadvantage at country, school and classroom level.
