Sami, Māori, Aborigines, and Torres Islanders: Policies and Problem Frames

Abstract

This paper provides a critical analysis and comparison of recent education policies that impact indigenous students in Norway, New Zealand, Australia and the Torres Islands. Taking the framing lens of Entman (1993) and Benford and Snow (2000), these researchers expose the negative “frames” that limit the vision of positive outcomes for these students. Intertextuality between the policies is examined and neoliberalist influences are interrogated. Attendees will gain further insights into strikingly similar aspects of policies written to address the unique needs of the Sami, Māori, Aboriginal and Torres Strait Islander students. Ultimately, any policy written for indigenous people should be subjected to scrutiny by those it impacts.
