Educational Benefits for Urban High School Students of Exercising Voice in District-Wide School Reform

Abstract

This case study seeks to understand how students can effectively be involved in reforming urban high schools. It examined the implementation and outcomes of a district-wide student voice initiative in Cleveland Metropolitan School District (CMSD) high schools. The study documented the benefits—or lack thereof—of the initiative for participating students; it also documented variation in how the initiative is being implemented across the 28 district high schools; and it explored which aspects of implementation are most predictive of success.
