Using data from 32 countries participating in the 2013 Teaching and Learning International Survey, Item Response Theory was adopted to quantify the extent of involvement by both formal and informal leaders for five individual leadership role respectively, then a correlation analysis was used to illustrate the distributed leadership patterns on a two-by-two quadrant with the joint demonstration of the extent of both groups’ leading role across countries. Results showed that significant variation exists among countries regarding how schools fulfill leadership functions by either collaborating with or excluding teachers and school community. Interestingly, patterns involving informal leaders in managing instruction and developing people can be attributed to certain geographic areas.
