Using valid and reliable teacher performance assessments in teacher preparation programs is essential for providing feedback to candidates and evaluating programs. This study focuses on the development of an instrument used to evaluate the performance of teacher candidates completing student teaching experiences. A total of 954 candidates from three university preparation programs in the United States were evaluated by a cooperating teacher and a university supervisor. Measurement models were compared and invariance testing was conducted on raters at each university. Results indicated that a bifactor model fit data best in all samples and measurement invariance was achieved between raters. These results suggest that the instrument is being used to interpret teacher performance scores in a valid and reliable way.
