An Instrument to Evaluate Quality Management Implementation in Vietnamese Higher Education Institutions

Abstract

This paper advances research-based insights into effective internal quality management(QM) in higher education institutions (HEIs). It presents a QM framework that is relevant and specific to the Vietnamese tertiary context, which can be used to evaluate quality and institutional performance in Vietnamese HEIs. The research commenced by distilling a literature-driven framework based on examining Vietnamese higher education and Vietnamese culture impact on HEI operations; reviewing definitions and concepts associated with quality and management; and analyzing 23 articles filtered from the five previous meta-analyses. Next, for empirical validation, a review was administered to 47 international and Vietnamese experts on higher education and QM in higher education. The outcome yielded a theoretically informed and empirically validated framework on QM for Vietnamese HEIs.
