This paper presents findings from a study investigating a variety of programs serving Dual Language Learners (DLLs) including Head Start, private and public preschools to describe the diversity and similarities of policies and practices that support this population. Data sources included 13 interviews with administrators (directors and principals) for each of the programs and analysis identified themes related to policies, structures, and challenges in working with DLL children and their families. Challenges included: availability and administration of culturally and linguistically appropriate assessments, teacher skills and preparation for working with DLLs, identification of DLL children with special needs, and program coordination. Results from the study are discussed in light of recent policy initiatives for improving early childhood programming for DLL children.
