The purpose of this study was to design a valid and reliable survey instrument for use by schools/school systems when adopting whole school physical activity (PA) initiatives such as Comprehensive School Physical Activity Programs (CSPAP). These types of initiatives are aimed at increasing the time children spend in moderate to vigorous PA are becoming more common practice. A multi-phase process of instrument development (literature review, expert panel, and pilot testing) resulted in 17 barriers incorporated into the survey instrument. Data from teachers and staff (n=520) in a single district in the desert southwest that had begun integrating a CSPAP was used in this evaluation. Correlation among barriers ranged from .19 to .80 with most under .50. Overall reliability was .98.
