The US has made a commitment to provide equitable math education to all students—including students with special education needs (SEN). However, data abound that indicate a persistent and pernicious gap in achievement of mathematics content standards between students with and without SEN. Current teaching practices of general education teachers of mathematics are not meeting the mathematics learning needs of students with SEN. We propose that a new framework is needed to help teachers of mathematics to conceptualize and cultivate the knowledge needed to teach mathematics to students with SEN. In this paper, we articulate such a framework, and we make recommendations as to how the utilization of this framework might advance equitable opportunities to learn for students with SEN.
